Inject Spring Constructor Dependency does nothing

I'm using 12.1.2

ALT+INSERT in a class body, the options "Spring Setter Dependency" and "Spring Constructor Dependency" do nothing.   As in I select them and then nothing happens at all, no window, no error, nothing in the status bar or event log.  @Autowired Dependency works fine.   Is this a known issue?  How can I troubleshoot?
